POSITION DESCRIPTION:
The Advocacy Program Manager at LatinoLEAD is a leader committed to advancing racial equity, advocating for public policy, community civic engagement, and has the drive to continue to work with local, state, and national government, nonprofit, and community partners. As a member of the Community Education and Civic Participation Team, the Advocacy Program Manager will report to and closely work with the Executive Director on policy advocacy and strategy implementation.
The ideal candidate will be a visionary and collaborative leader who thrives in a fast-paced, high-intensity environment and can effectively manage multiple issues and projects simultaneously. This is a full-time and salaried position. The Advocacy Program Manager will work closely with all staff to ensure advocacy efforts are integrated into all areas of work. At times, this position requires travel, driving and work outside of normal business hours.
Key Qualifications, Experience and Skills for the Advocacy Program Manager role include:
Lead and coordinate LatinoLEAD’s Action Teams, Organizations & Community Coalition work in visioning and implementing innovative advocacy efforts
Develop and execute strategic advocacy plans, including communications, organizing, legislative and other policy efforts with internal and external partners
Advocate and represent LatinoLEAD’s position on pending legislation at the State Legislature through education, advocacy, written, and verbal testimony
Engage, develop, and execute a public policy agenda that supports the organization’s mission and vision
Engage with policy-makers at the State Capitol and elevate the presence of LatinoLEAD at the legislature. Additionally, work with local units of government, such at the county, city, and school boards
Co-develop our policy and advocacy strategies, incorporating best practices in anticipation of the fast-pace changes in the political, electoral, and public policy environment
Collaborate with our communication lead to develop communication strategies to advance our public policy initiatives; communicate effectively with our external and internal stakeholders
Develop relationships with key members of mainstream media both in English and in Spanish.-language media
Monitor federal, state, and local policy initiatives in alignment with the outcomes and priorities of LatinoLEAD’s mission and community needs
Collaborate with program staff and consultants across the organization to advance engagement, mobilization, and communications to achieve goals
Work closely with LatinoLEAD’s stakeholders (network leaders, volunteers, local coalitions and community partners with lived experience) to support legislative advocacy, public policy advocacy, and organizing efforts
Ensure compliance with laws and guidelines established by federal, state, and local legislative bodies, and regulatory agencies, including advocacy registration and reporting
Community Advocacy
Develop relationships and coordinate advocacy efforts with LatinoLEAD’s community, stakeholders, network leaders, local coalitions and community partners with lived experience
Cultivate relationships with key elected and appointed officials, policy makers, and related governmental bodies and leaders
Assist with development and support of cross-racial, cross-sector, and cross-governmental coalitions
Advocate for the organization’s position through meetings with lawmakers, position papers, public testimony, grassroots efforts, and other effective advocacy methods
Coordinate LatinoLEAD’s Action Team members to implement consistent models, structures and methods of community-center organizing
Communications and Research
Lead research and analysis on policy issues and regulations to inform policy positions and trends
Support and advise on policy and advocacy materials, including action alerts, talking points, issue briefs, letters, press statements, opinion editorials, website updates, and legislative and policy reports
Support in the creation of communications and social media strategy to effectively advance LatinoLEAD’s state, and local policy initiatives and campaigns
Support our Action Teams to build social media presence as thought-leaders and policy experts
Key Qualifications, Experience and Skills for the Advocacy Program Manager role include:
Bachelor’s degree (public policy, public administration, advocacy and political leadership, or related field preferred).
Minimum 2 years of policy, advocacy and/or legislative experience; or experience working and collaborating with people in positions of power
Minimum 1 years community organizing experience on political or issue campaigns
Strong knowledge of the Latin American and Latine communities and their needs, especially in Minnesota
Demonstrated experience navigating a multi-partisan and highly political government system with emphasis on the Minnesota legislative process
Strong ability to interact and collaborate with people from different backgrounds, ideologies, and personality types.
Ability to positively absorb criticism and rejection and transform them into learning opportunities
A flexible, creative, entrepreneurial spirit and a demonstrated passion for the mission, vision and values of LatinoLEAD
Strong organizational and multitasking skills, with a high attention to detail.
Excellent verbal and written communication skills.
Experience working with diverse constituents, teams and colleagues
Experience with project management tools and large group facilitation
Ability to work independently and as part of a team
Ability to convene and motivate teams, staff members, and volunteers
Ability to be flexible and creativity in the face of ambiguity and challenge
Able to take ownership and drive activities to completion
Proven organizational and project management skills
ADDITIONAL QUALIFICATIONS CONSIDERED:
Experience in the following policy areas: education, economics, immigration, health, and other policy issues impacting the Latino community
Bilingual fluency in Spanish (preferably oral and written language)
Strong commitment to social justice and community-centered designs
PREFERRED QUALIFICATIONS:
Experience with project management tools and large group facilitation
Research writing experience
Compensation and Benefits for the Advocacy Program Manager at LatinoLEAD, include:
Annual salary range is $60,000 - $70,000 depending on skills and experience
